Whole house, or just the things that matter?

Most homes do not need whole-house backup, and sizing for it is where budgets get away from people. The usual approach is to pick the circuits you cannot do without, typically the furnace, the fridge, the sump pump and some lights, and size the unit and the transfer switch around those. Say on the form what you actually want running and the quotes will come back closer together.

Does it need a permit and an inspection?

Yes. A standby generator ties into your electrical service through a transfer switch, and in Ontario that is licensed electrical work requiring a permit and an ESA inspection. If it runs on natural gas or propane there is a gas fitting side as well. Ask each contractor whether the permit, the inspection and the gas line are inside the price, because that is often where two quotes stop being comparable.
